The Facilities Division provides protective services for the Lab’s people and property through effective emergency management and physical security programs. Described below are the related stewardship responsibilities for Lab management and leaders, and Facilities Division management and staff.
Line Management Responsibilities for Scientific Managers Before, During and After Emergencies
Before an Emergency
- Managers and staff are encouraged to enroll in Lab Alerts, which provides timely emergency alerts to the Berkeley Lab community via email, telephone, and text message via government-issued or private cell phones. It supplements Level1 emails and the Public Address system to quickly alert subscribers of emergency conditions.
- Managers and staff participate in training, drills, and exercises so that the Lab can reliably support response functions and personnel are competent and capable of performing assigned roles and responsibilities. Contact the office ofEmergency Management to find out more about available resources.
- Managers encourage, approve, and support staff to volunteer to be a part of the Emergency Operations Center or various disaster teams. Managers reward those volunteers but also hold them accountable to respond when requested and on duty. Volunteers identify alternates if they will be away from the Lab when their duty rotation is on. These trained and qualified alternates are reported to the Emergency Management group.
- Managers must provide a person to serve as a Building Emergency Team lead for every occupied building.
- Encourage all employees sign up for LabAlert and to download the In Case of Crisis app.
- Managers know which zone they reside in and where emergency containers are located within their purview.
During and After an Emergency
- Managers know how to contact their direct reports during and after an emergency.
- Managers reprimand/discipline personnel who do not implement protective actions.

Line Management Responsibilities for Facilities Division Personnel Before, During and After Emergencies
- The Facilities Division’s Protective Services ensures that Berkeley Lab is ready to respond and recover from technological threats, human-caused events, and natural disasters while coordinating resources across the site and public sector response organizations and maintaining mission continuity.
- Berkeley Lab has emergency management capabilities commensurate with facility hazards, operational risks, and credible threats. These capabilities and resources are integrated into a cohesive and coordinated incident management system that establishes response priorities.
- Protective Services maintains and improves comprehensive emergency management plans to respond to and recover from site emergencies and regional emergencies. It plans and executes appropriate training and exercises (including drills) across the Lab, and maintains contracts for fire department and security services.

Line Management Responsibilities for Scientific Managers for Site Security
- Managers and staff shall protect sensitive materials (export controlled, personal identifiable information, or PII).
- Managers and staff are encouraged to enroll inmulti-factor authentication for identity protection, and Last Pass for password protection.
- All managers collect badges, parking passes and keys when employees, affiliates, or visitors terminate or leave.
- Managers notify all appropriate stakeholders, including Security, when Lab property is lost or stolen.
- Managers and staff prevent access to the Lab and controlled areas by unauthorized individuals and report any suspicious behavior.
- Managers and staff advise the appropriate authorities (most often, this is the Lab’sCounterintelligence and Counterterrorism Awareness Office) of new and developing security threats, concerns, and events in a timely manner.
- Managers take security issues seriously and hold people accountable as needed.

Line Management Responsibilities for Facilities Division Personnel for Site Security
Berkeley Lab safeguards its assets. The Facilities Division:
- Maintains contracts for University of California Police Department and guards.
- Maintains access control, badging, etc.
- Develops policies consistent with requirements and assures compliance.
- Monitors activities and identifies potential security threats.
- Investigates all matters of security concern.
- Provides security-related updates and notifications of related events that may impact employees or the Lab.
- Collaborates with Lawrence Livermore National Laboratory for counter intelligence and clearance process support.
