We will prioritize, plan, manage and deliver on all projects, whether they involve scientific research, facilities construction, or systems development, to the highest standards of performance.
Introduction
For the Lab to achieve its ongoing mission, nurture its scientific environment and support its infrastructure, it needs to constantly evolve; this evolution is driven by projects. A project covers a wide variety of time-bounded activities that range from basic research endeavors, to the development of business systems, software, and scientific instruments, to the design and construction of major facilities. The stewardship of such a broad spectrum cannot, and should not, be managed with a single methodology in order to achieve the highest standards of performance. The applicability, adaptation, and adoption of governance and project management practices is based on the constraints, risks, external requirements, and stakeholders of particular project.
The Project Management Office
- Berkeley Lab’sProject Management Office (PMO) works to ensure the needed Project Management environment and methodologies for each project. The PMO adds expertise to ensure scientific and support professionals can be successful in both planning and implementation.
- Laboratory policy concerning the governance (including assessment), requirements surrounding project management, and the range of projects covered may be found in the Requirements and Policies Manual (e.g.,project management of capital-asset acquisitions). More specific policies, requirements, processes, tools and guidance may be found at the Projects & Infrastructure Modernization (PIM) website .
- Projects whose impact and reach that extend beyond a single Berkeley Lab division or area are likely to have external requirements for project management practices and oversight, in addition to the Lab’s own policies that guide this work (e.g., projects that are subject to DOE Order 413.3B Program and Project Management for the Acquisition of Capital Assets).

Line Management Roles and Responsibilities
Associate Laboratory Directors and Division Directors are expected to either employ the project management methodologies and assessment tools provided by the PMO or, in collaboration with PMO, develop area/division-specific tools.
